Girls, has anyone encountered... Can you file for elements without mentioning the father in the certificate? It turned out that we didn't register the father on time and we aren't registered. This is in Kazakhstan.

Нет. Сначала нужно подать иск в суд для установления отцовства

Нельзя, признаете через суд и тест днк отцовство, его вписывают в свидетельство о рождении, и подаете на алименты. Иначе только по договоренности с отцом, что бывает крайне редко.

Если отец пойдет в загс и добровольно признает отцовство и впишет себя в свидетельство тогда можете подать , а если нет то подаёте в суд и проводите ДНК после этого можете подать на алименты

На Алименты сможете подать только после установления отцовства. Либо через суд, либо если отец добровольно это сделает.
